RESOLUTION - Smoking Ban 1
We Republicans believe the proper function of government is to do for the people only those things that must be done or that cannot be done as well by individuals,
that good government is based on the individual, thus each person's ability, dignity, freedom, and responsibility must be honored and recognized,
that free enterprise and the encouragement of individual initiative and incentive have given this nation an economic system second to none,
that when property rights are minimized all our other rights are in jeopardy, and
that the Republican Party is the best vehicle for translating these ideals into positive and successful principles of government.
Therefore, be it resolved:
that two Councilmen for the City of Florence elected with our party's nomination have acted inconsistently with the Republican view of the proper function of government, disrespected the individual’s freedom & responsibility, weakened property rights, denied equal rights to citizens, and undermined the Party's credibility as a vehicle for translating its ideals into principles of government, and
it is further resolved that Frank Brand and Glynn Willis are hereby admonished for their desertion of fundamental principles of this party with their sponsorship of the compulsory smoking ban on private property and their procedural vote against the voters having any say in the matter, and
it is further resolved that all Council members, City or County, are hereby requested to repeal or vote against, as the case may be, any law which forbids a property owner from allowing any particular activity otherwise lawful.

RESOLUTION - Sheriff Kenney Boone
Whereas Sheriff Kenney Boone, a resident of Florence County and member of the Florence County Republican Party, was re-elected to the office of Sheriff in November 2008; and
Whereas since his election Sheriff Boone, his administration and his staff have developed a school resource officer program which was recognized as the model program for the nation; and
Whereas Sheriff Boone and his staff are to be commended for their efforts to reduce the trafficking of drugs through a Criminal Enforcement Unit which confiscated a record number of seizures of illegal drugs; and
Whereas the Law Enforcement Center under Sheriff Boone’s guidance became a federal detention faculty; and
Whereas Sheriff Boone has been recognized by the Morning News as the most trusted public official in Florence County for seven years in a row; and
Whereas Sheriff Boone has over the last two years assisted and supported the revitalization of the Florence County Republican Party and Florence County Republican Women’s Club; and
Whereas Sheriff Boone appropriately addresses issues facing the people of Florence County and provides amicable solutions to said issues.
Now, therefore, be it resolved the Florence County Republican Party offers its heartfelt appreciation to Sheriff Boone and his staff for their dedication to the Florence County Republican Party, the people of Florence county; and
Be it further resolved that the Florence County Republican Party honors Sheriff Kenney Boone and his staff for their service to Florence County; and
Be it further resolved that the Florence County Republican Party applauds Sheriff Kenney Boone’s and his staff’s efforts to reduce crime and drug trafficking in Florence County; and
Be it further resolved that the Florence County Republican Party hereby supports Sheriff Boone’s and his staff’s efforts to improve the school resource program; and
Be it further resolved that the Florence County Republican Party expresses its hope that Sheriff Kenney Boone will continue to serve this party and Florence County for many years to come.

RESOLUTION - Treasurer Dean Fowler, Jr.
Whereas Treasurer Dean Fowler, Jr. resident of Florence County and member of the Florence County Republican Party, was elected to the office of Florence County Treasurer in 2000; and
Whereas since his election Treasurer Fowler has been a true conservative fiscal watchdog for the people of Florence County; and
Whereas Treasurer Dean Fowler is to be commended for being the recipient of the Open Government Award from the Citizens in Action for his stance on transparency in government; and
Whereas Treasurer Dean Fowler is honorably serving as President of the State Association of Countywide Elected Executives; and
Whereas Treasurer Fowler has over the last two years assisted and supported the revitalization of the Florence County Republican Party and Florence County Republican Women’s Club; and
Whereas Treasurer Fowler appropriately studies the issues facing the people of Florence County and provides amicable solutions to said issues.
Now, therefore, be it resolved the Florence County Republican Party offers its heartfelt appreciation to Treasurer Dean Fowler for his dedication to the Florence County Republican Party and the people of Florence county; and
Be it further resolved that the Florence County Republican Party honors Treasurer Fowler for his service to Florence County; and
Be it further resolved that Treasurer Dean Fowler is a dedicated Public Servant and a volunteer State Constable; and
Be it further resolved that the Florence County Republican Party applauds Treasurer Fowler’s efforts to maintain the freedoms and separation of power guaranteed by the United States Constitution and the constitution of South Carolina; and
Be it further resolved that the Florence County Republican Party hereby supports Treasurer Fowler’s efforts to assure governmental fiscal transparency; and
Be it further resolved that the Florence County Republican Party expresses its hope that Treasurer Dean Fowler, Jr. will continue to serve this party and Florence County for many years to come.

RESOLUTION - Fair Tax
Whereas, the framers of the Constitution prohibited taxation of income and the products of one’s labor, and that prohibition remained for the first 127 years of the existence of this country.; and
Whereas there is a large and growing body of economic evidence that conclusively demonstrates that taxing income reduces economic activity below what it otherwise would have been; and
Whereas there are no credible economic analyses which conclude that taxing income increases economic growth; and
Whereas unemployment in South Carolina in December 2010 was 10.7% versus a national average unemployment rate of 9.4% and has been above the national rate every year since 2001; and
Whereas of the eleven states which adopted an income tax on their citizens over the past 50 years, the citizens of all eleven states experienced a decline in their standards of living compared to the standards of the average United States citizen as measured by per capita income; and
Whereas significant reductions in the marginal income tax rates enacted during the administrations of Presidents Kennedy, Reagan, and Bush resulted in extended periods of robust economic growth; and
Whereas the United States Congress in December 2010 in a bipartisan vote extended current tax rates rather than allowing them to increase as mandated by then effective law because the increases would have substantial negative impacts on economic growth rates; and
Whereas the current South Carolina Sales and Use Tax has over 70 categories of exemptions, exclusions and limits and these vary of the course of the year creating confusion and an unnecessary burden on retailers; and
Whereas the citizens of South Carolina demand a tax code that taxes all transaction at one rate for all products and services that will be the most efficient to implement, administer and collect;
Now therefore, be it resolved that the Florence County Republican Party urges all members of our legislative delegation to actively support and work for enactment of the SC Fair Tax Act in the 119th General Assembly.

RESOLUTION - Fiscal Responsibility
Whereas Republicans believe in conservative values, principles, non wasteful spending and that the proper function of government is to do for the people only those things that must be done or that cannot be done as well by individuals or private entities; and
Whereas Republicans believe that good government is based on the individual, thus each person's ability, dignity, freedom, and responsibility must be honored and recognized; and
Whereas Republicans believe that free enterprise and the encouragement of individual initiative and incentive have given this nation an economic system second to none; and
Whereas Republicans believe that when government money is wastefully spent on unnecessary items in a economic depression that our stability as a city, county, state and nation are in jeopardy of collapse; and
Whereas Republicans believe that the Government should tighten its budget and prevent wasteful spending just as the people of South Carolina are being asked to do.
Therefore, be it resolved that the Johnsonville City Council acted inconsistently with the Republican view of the proper function of government, disrespected the wishes and voices of the voters of Johnsonville and acted fiscally irresponsible in their purchase of a Francis Marion Monument to be placed at Venters Landing; and
Be it further resolved that this council has deserted the fundamental principles of the Republican Party with their sponsorship of this monument prior to funds being allocated and acquired and they further disrespected the voters when they ignored their say in the matter; and
Be it further resolved that all Council members, City or County, all legislators and SC Senators are hereby requested to repeal or vote against, as the case may be, any request for wasteful spending which includes frivolous items such as Monuments in these difficult economic times.
